City of McAllen, Texas Selects Harris’ Advanced Utility Systems

McAllen, Texas and Toronto, Canada. December 17, 2010

Harris Computer Systems ("Harris"), a subsidiary of Constellation Software Inc. (TSX: CSU) is pleased to announce that the City of McAllen, Texas (“the City”) has selected Advanced Utility Systems (“Advanced”) to implement its customer information and billing solution, CIS Infinity. In addition, Advanced will oversee the implementation and go-live of Harris’ Fleet Management by MS Govern application, Microsoft Dynamics GP and complementary products from InterDyn-Artis and the interactive voice response (IVR) solution by Tele-Works.

The City is located at the southern tip of Texas in the Rio Grande Valley and is the largest City in the County of Hidalgo. It has a population of over 130,000 with just over 40,000 active water, sewer, trash and recycling accounts.

The City based its final software selection on a solution’s ability to deliver a wide range of functionality and its flexibility. It also had to be a comprehensive and fully integrated ERP, CIS, Fleet and IVR software suite. As prime vendor, Advanced has partnered with industry-leading organizations to provide a robust and integrated solution. Advanced's CIS Infinity will replace the County's existing HTE CIS solution and has kicked-off the City’s project this month.

The selection process for the City began in 2009 with both a Request For Information and Request For Proposal process. Belinda Mercado, Information Technology Director, for the City comments, “Harris provided a solid proposal that included an integrated ERP solution to manage our financials and utility functions. Our evaluation team identified the Harris solution as the best option in providing efficiencies and improved customer service to our customers.”

Peter Fanous, General Manager for Advanced states, “We want to not only provide our clients with software but also a total solution that covers all their business requirements. By bringing together a strong group of solutions with wide-ranging functionality, we ensure that custom development is reduced and more often than not, eliminated. By overseeing the project and being the main point of contact for the City we streamline the implementation effort.”

“I also cannot stress enough the benefits of the interoperability CIS Infinity provides. The City now has the opportunity to automate several paper-based processes and reduce errors that come with having to work with separate applications to complete a particular task.”
